We all know the terrorists are going to be at the Olympic Games. Any possible linked terrorists to an a attack, should be held captive until the games are over. If these are terrorists, you can bet there are more waiting for a chance to kill people. Just MHO.

The arrest should come just before the event. If they can take out the operational team just before the targeted event, the hostiles will not be able to field another team. Also, it is always better to keep them under surveillance and catch more teams...if possible.
