This all started with Dr. Khan from Pakistan. the WMD threat has been ongoing for years. There are books about him so this scenario has been in contingency planning for years by most governments of large countries worldwide.
The more you read about this the scarier it is. The sect in Japan, years back, that released sarin gas in the subway system plotted to make a WMD years before ISIL and others and Dr.Khan let the nuclear cat out of the bag. WMD of nuclear, bio and chemical warfare is something that terrorists want to have and there are a lot of bio/nuclear/chemical scientists who are out there and are looking for work.
This is not something out of James Bond. It is true and a clear and present danger. Read book by David E. Hoffman 'the dead hand'
