Pet Rescue has turned into a racket all by itself. I go to a national chain pet store, and pickup a "rescue" dog on "adoption day." They want $450 for a 10 week old mutt, whose had one vet check and set of vaccinations. I get a voucher for a neutering and vaccinating the dog, which my vet does for $80 without the voucher. It's the same voucher I get if I adopt from the county animal shelter.
Where does the rescue get the 10 week old puppy? Well in my county, the "rescue organization gets an automatic 1st call on every dog under 2 years of age turned into the shelter. I had to threaten legal action when I couldn't get a puppy when I was standing at the counter when a litter of seven pups was surrendered. While I waited two hours, the local "rescue" showed up, took all seven pups, never filled out a single piece of paper or paid a fee. If I take a dog from the shelter, it's $40 bucks if the animal spayed or neutered, $125 if not. My attorney had to get a local judge to order the "rescue" to turn over the pup of my choice. Then they had the gall to ask for their $450 adoption fee because they had 4 days expenses of caring for the dog, that took another 4 days and more attorney's fees to resolve.
The shelter still first calls the "rescue" organization, but if person "X" happens to be in the shelter ahead of the "rescue" when the dogs are turned in, "X" get the dog first. Oh and it is official policy that the shelter will not honor requests for notification if puppies are turned in, unless you are a registered charity.
When I used my attorney to get access to the records the charity is supposed to provide to the public, it turns out the average time they hold a dog before adoption is less than two weeks. But they get their $450 adoption fee, come hell or high water. The particular couple that does the local "rescue" in our area, does it full-time and their adult son and two adult daughters are their full-time paid staff.

Having addressed the growing prison population (Prop 47), Cali has set its sights on emancipating pets. P.S. I support rescues as well. Was just making fun of Cali's propensity to get involved in everything but their budget deficit and high taxes.
