Come to think of it.....it's Oakland.....could be their entire population is now criminals....or former criminals. Might be a case of hiring from the only available labor pool.

Just because formerly incarcerated individuals know the system doesn't mean they have the appropriate skill set to run the system. As well typically there are a number of conditions that can prevent someone from becoming a police officer such as use of a controlled substance, other than marijuana, at any time, use of marijuana within the past three to five years, sale of any controlled substance at any time, a felony conviction, conviction for a sexual offense and even revocation or suspension of driver’s license in the past three years. So if you can't become an officer doesn't seem like a good idea to be able to run the entire department.
