I read the article, but am unsure what it's saying. If rules are too stringent, Canadian troops are jeopardized.

If they have a gun and intend to use it against Americans, then they are targets. How they got there is not relevant on the battlefield. After we destroy their army, we can work to fix the part of the culture that creates child soldiers.
