This may be the first Chinese military base in Africa, but it certainly isn't their first military presence on that continent. I stayed in a house outside of Mogadishu, Somalia, that the Chinese built. They were there because they sold or gave aircraft (looked like MIG 21) to the Somali Air Force and the Chinese residents were the technical support for the aircraft. Probably they were Chinese officers and enlisted there to teach the Somali how to fly and maintain the airplanes. The Chinese were gone and the aircraft and houses had fallen into disrepair by the time I was there in the late 1980s. Somalia had a dictatorship at the time and was willing to make friends with any country that would provide money. The US gave them equipment and money, so they were our friends for a little while.

I have heard of various humanitarian missions as well... seems they are establishing trade and other missions in Central/South America. I guess you can say they are going to places we have neglected/ignored...

It would appear that Chinese military strategy is based on the ancient game of Go. It also appears that Foxnews needs to hire some new editors: "Another image shows the significant sprout of development in the past month in four various sites on the compound." "...sprout..."? Really? As in Brussels sprout? Or did they mean "spurt" as in a drip under pressure?
