I remember it well from my short stint in law enforcement..the courts made money, the local police departments made money and police officers benefitted from purchasing seized assets(weapons, cars, real estate) usually at a ridiculously low price. Too much incentive to arrest people...an old adage says "When you are a hammer..everything looks like a nail..."
