Probably a good strategic move on their part. Both Harley and Polaris are more interested in smaller “Euro-Centric” motorcycles being produced overseas rather than the U.S. Most European riders are more in tuned with urban riding rather than blasting down Route 66 on a big touring type bike. I traveled to Belgium and The Netherlands a couple of times on business. Never rode a bike but I did drive. What a nightmare. I can’t imagine what it would be like to take a full dress Harley Electra Glide or my current Tri-Glide through that mess.

Most of Europe has a tiered license system where either the engine size or brake horse power determines the class of license and the level of training you need. Most of the countries don't let you skip the entry levels and, like you stated, most of the European cities were not designed for an 1100 lb. bike, so the mid sized bike (by their standards) that can be driven on an A2 licenses if very popular.
