Actually that headline is false. Powell has stated that he did talk to Clinton about maintaining a personal email account. I doubt he "pushed" Clinton to get one, but I understand that Sec. Kerry is the first Secretary of State not to use a personal email account for unclassified DOS business.
It doesn't really matter though, because nobody is accusing Powell or Rice (or anyone else) of misusing their email accounts. Clinton misused her email accounts that is the issue.
