Holmes v. Jennison (1840), Justice Roger B. Taney, writing for himself and three other Justices, commented that the clause "positively and unconditionally" forbade states from entering into treaties, and that "even the consent of Congress could not authorize" them to do so. He also distinguished formal "treaties," which were expressly forbidden to states, from "agreements" and "compacts" that Congress could authorize.

MCPO Roger Collins - Surely you understand that governors and mayors seeking to abide by a set of non-binding Climate goals is just good business. The notion that this is some sort of binding agreement is nonsense.

It would be easier to debate this if you didn't keep shifting the target. BTW, since the Paris accord was non-binding, what's the issue. If you have read the agreement there are a plethora of shalls used in the non-binding agreement and the transfer of wealth $100B seems fairly binding. Want to bet how much will come from the remaining signatories?

But that money is intended to come from both the private and public sectors. The Green Climate Fund is only one of many potential sources, most of which are aimed at using public money to leverage much larger pools of private sector investment. In 2016, the combined flows from all the developed countries were already at $66.8 billion."

"To help developing countries switch from fossil fuels to greener sources of energy and adapt to the effects of climate change, the developed world will provide $100 billion a year," NPR's Christopher Joyce reports.
But that amount is identified as a "floor," not a ceiling.
"Developed countries won inclusion of language that would up the ante in subsequent years," he explains, "so that financial aid will keep ramping up over time."

So, when did the Constitution change that permitted our state Governors to negotiate international agreements and treaties? Missed that one. If you are a Governor, you can possibly get the citizens of you state to go by the commitments, and let the ballot box decide on how wise it is. That is unless those dirty Ruskies interfere.
