I was stationed there. It was nice. I wouldn't live there now, though. Colorado wasn't as far along to being ruined by leftist citiots when I was there. I'd try Montana if I wanted to live in the Rockies. Colorado is too leftist and Wyoming is underpopulated to the point of being interior Alaska with milder winters, and horribly xenophobic. If your family wasn't in Wyoming before 1900, they don't want you there.
I'm a not sold on their methodology. Points for the percentage of businesses that offer veterans discounts? Come one! Counting homeless veterans is also sketchy. I know you're going to have those everywhere, but do you think there would be a higher density of them in Tampa or Juneau? The metric doesn't say anything about how "veteran-friendly" a city is! Several of their metrics are literally just the cutting and pasting of their other rankings, "best cities for families," and "best cities for retirees." That's lazy circular reporting.
