At very least the officer asking people at the end if they had a permit for the videos was clearly in wrong.

D.C. Police Chief Cathy L. Lanier issued a directive in 2012 advising officers that citizens could record police officers performing their duties in public as long as they don't interfere.

I actually looked into this and it, apparently, is illegal to dance at national monuments.
A woman in 2008 was arrested at the Jefferson Memorial for silently dancing alone on Jefferson's birthday to celebrate it. She sued claiming a violation of 1st amendment rights and the court ruled that dancing could atttact a crowd that would "detract from the solemn atmosphere" of the memorial.

Looks like the officer is using a very loose definition of 'protesting' in order to pick at people doing something that he doesn't like. Pretty typical.
