Might not be that great of an idea, how are they going to base the pay ? Might be a losing proposition for the servicemen and women.

I would assume they would use the locality rate adjustments currently used for civilians. Hopefully they'll also use the overtime and 150% pay in hazardous duty areas as well. Not holding my breath, though....

Thanks for sharing TSgt Joe C.. To be honest, the base pay is a salary already. Base pay is an established salary structure with Federal and FICA taxes taken out and state taxes taken out for those states which tax the military, etc,
What is at issue is simply the tax free allowances. taking this benefit away from junior enlisted would be a travesty IMHO.

There is one helluva difference between the cost of living in DC vs. West Nowhere. When I got out I had a job offer. But the company would not specify which one of 17 possible locations I would live in after I completed six months of training. Nor would they agree to a negotiated salary for training that would be adjusted based on the cost of living index. Since the difference was 37%, I wasn't jumping. Sure enough the guy who did take the job, ended up in Metro DC, at the time and probably still one of the most expensive places to live in the US.
