Not that I'm trying to depress anyone, but I think I could make the case that comms have been an instrument of war from the first time cavemen attacked others. On the other hand, I sincerely doubt that I could find any instance in all that history wherein comms "won the hearts and minds" of an adversary. Sure, they've been effective inciting people to join and fight, but not to lay down their arms, to see "the other side", or surrender by any definition of that word. Thus, my question is why do we keep trying? You cannot coax anyone to give up the fight. You can only destroy their ability to fight. Indeed, I could easily make the case for prosecuting all wars with the greatest vigor possible, to put a quick end to them and thus minimize the pain, suffering, and destruction. And, keeping in mind that the vanquished will always return as soon as they can to "settle the debt", be prepared to fight again the same battles against the same foe, much like tending a lawn. It must be weeded and mowed periodically...
