It's an interesting proposal but I don't see it being implemented as presented. I know as a young E-3 trying to live off post with a wife that didn't work and a new baby, we needed EVERY penny of BAH/BAS just to survive. Over the years I've noticed most apartment complexes and rental agencies around a base watch the current BAH rates very carefully and set their rates accordingly. As for single service members banking BAH, the way to fix that is to force them back into the barracks until they reach NCO rank. As an alternative, since many base housing units sit empty, enact a rule that says no BAH can be granted unless the housing units are at 95% occupancy.
As for eliminating the "double dipping" by mil-to-mil families, I've long thought that needed to be adjusted. I knew a Major to Major couple at MacDill ('93-'96 time period) that banked her entire BAH every month. In today's world of shrinking budgets, maybe the rules should change to eliminate things like that.

I never knew two Military members that are married recieve seperate BAH. I thought whoever had the most rank and were married only the one recieved it.

MSgt. Only time I received a housing stipends was in Hawaii. Been so long ago i can't remember what it was. But I didn't make a lot off it.
