Attached is the list of authorized and restricted PCS locations during the COVID-19 conditions-based movement. (List as of 2 July 2020)
Very simple, the far right "Travel Restrictions Lifted" column must be Green/Yes in both the locations you are PCSing from and to (and through in the event of TDY) in order to PCS.
There has been a lot of confusion surrounding the PCS stop movements due to the COVID-19 response and this is the first all inclusive list I have seen publicly posted by the DoD that actually includes the individual installation statuses; required as a condition of movement. I have noticed a fundamental misunderstanding of the restrictions imposed by the conditions-based PCS criteria the DoD transitioned to last month, especially with the release of the DoD states and territories list. Just because a state or territory is "green" does not mean you are authorized to PCS to that location, the specific installation must also be "green".
If the installation you are PCSing from and to is not green then you require an ETP to PCS (unless you meet the exempted criteria). Hopefully this chart makes it clearer for all.
Army Updated: I just received some conflicting guidance that apparently (at least for Army) this is not technically the official list and Installation CDRs are actually required to make the decision for their installation status based on Vantage COP. I'm not sure if they make their decision based on the Vantage and then report their decisions to DOD to be included on this list or not, but either way this should give you a better idea where your individual installation resides vice any other product I've seen publicly accessible.
