Sooo...what's he saying?

Is he admitting to illicit sexual liaisons with the expectation that doing so buys forgiveness?

Or is he just throwing out sexual liaisons in the hopes that any illicit ones will be buried in the general brouhaha?

Here's the deal...sexual liaisons, in and of themselves, aren't a big deal. They BECOME a big deal when they involved illegal or immoral acts. Like affairs, destroying marriages, destroying careers, fraternizing, sexual harassment, sexual assault, etc.

Nobody cares that you, Mr. O'Neill, had a sexual hook-up with Senator Taft's secretary...UNLESS either you or her were married to someone else; UNLESS your positional authority lent an atmosphere of coercion to the act; UNLESS you raped her; UNLESS you drugged her; UNLESS the acts was made a condition (implicit or explicit) to her employment, pay, or advancement; UNLESS there was an illicit child involved with no support, etc.
