"The American experience of COIN has been external to the state with most operations conducted on foreign soil. In the Indian context, with the exception of the Sri Lankan case, almost all COIN operations have been conducted within India’s internal borders to address rising insurgencies. Therefore, the context in which COIN operations are executed in both countries carries particular weight as a comparative study."
