First off, the author loses me when he blames "the Rothchilds" for this attack on our civil liberties. That is anti-semantic trope, of the type repeated by white supremacists all over the world. This greatly undermines the points being made.
Having said that, anyone who wants to change the Constitution is welcome to try. We have two processes for that, a Constitutional Amendment introduced and passed by 2/3 of Congress and 3/4 of state legislatures or a Constitutional Convention, ratifying and amendments by those some 3.4 of state legislatures, but bypassing Congress. Go ahead. I will wait.

There must be a provision somewhere in the Constitution, either disguised or in the open, that states people like Cuomo and Swalwell are committing a criminal act against the United States and it therefore is mandatory prosecution be brought against the perpetrators.
