Yes, because NYC has all of this land they can use to build smaller buildings upon. Then for the Stalinist approach, they will force current owners to refit or face 7 figure fines.
The city approved the buildings originally, they were built to the code the city required, the little Maoists want to change the code, then fine the owners who complied with the original law until they comply or lose their building because they cannot pay the fine. This is a brilliant approach only a real Stalinist would support.
