What do you think RP members? Do think, with Obama still our POTUS, and maybe Hillary being elected, this budget request will fly? I can see a million reasons it should and two why it won't, IMHO.

SPC Andrew Griffin, I agree too, but that doesn't mean Congress will approve it. Obama may veto it if Congress approved. He has no qualms about extending his authority beyond what it is.
