I served 35 years in the Navy, retired in 2014 and this stuff has been going on for the entire time and before, although a bit bolder recently. FONOPS (Freedom of Navigation Ops) are done anywhere someone decides to unilaterally alter internationally recognized borders/waters. In the 80's when Qadaffi announced his "Line of Death", we steamed right over it to show that we have the right to operate in international waters. The Soviets used to cat and mouse our Fleet all the time too, Bear bombers flying towards the Carrier Strike Group, intel gathering "fishing boats" shadowing the CSG, aggressive maneuvers often resulting in near collisions and other fun and games. The INCSEA (Incidents at Sea) agreement was established in 1972 to lay out "rules" for this type of stuff to reduce the chance of an incident/accident or an escalation based on these types of actions.

Are the "provocations" happening in Iranian territorial waters or are they taking place in International waters? All the articles I have read seem to be omitting any mention of exactly where in the gulf these events are taking place.
