Did China downplay the coronavirus outbreak early on?

They didn't reveal it until they recognized they could not contain it. My suspicion is that the numbers they share are not close to the reality of the outbreak

I find it concerning that Wuhan is also the site of China’s most advanced virus research laboratory, known as the Wuhan Institute of Virology. The laboratory is the only declared site in China capable of working with deadly viruses. Did security protocol fail?

I'd also add that the figures of inflected and deceased are likely "managed" by the government in China. These figures could potentially be many times greater than reported.
