This stupid methodology was obviously created by people who don't want to report the true numbers. Do the leaders of the VA know about this gaming that is transpiring. This is unscientific and unethical at best.

MAJ Ken Landgren - Major; When "success" or "failure" is judged solely by "the numbers" you REALLY want to control how those numbers are generated and make sure that the numbers that are generated are the numbers you want reported.

Can you say "Vi - et - nam - and - bo - dy - cou - nts"?
