City Emergency Manager are concerned about this. DHS has a coordinating role in Cyber and doesn't explicitly have real capabilities proactively protect public utilities. Within the US, most of this capability falls under law enforcement. However US northcom is starting to work with DHS and Cybercom to help articulate DSCA with respect to major cyber events. Only time will tell...
