To the report's concept:
I'd say accidental discharges (meaning you did not squeeze the trigger) are essentially technologically gone. Negligent discharges on the other hand cannot be prevented by technology except by making the kill decision owned by a synesthetic intelligence, a far more concerning prospect in my mind. Unauthorized access sounds like another non-technological problem, lots of high quality safes exist.

What I would never carry is one of those absurd concepts like a "fingerprint reading gun" or one that needed a nearby RFID tag. Why not? 1. Gloves 2. wet or dirty hands 3. Passing weapons to a team mate

To LTC Yinon Weiss' point that small arms innovation is slow in the DOD, I concur completely. We have the longest existing service rifle and sidearm in history. That's not because they're as good as they can get.

LTC Yinon Weiss I like that idea, we could call it 'setting the example.'

If 'eating your own dogfood' is a good learning technique for the tech industry it might work well for politics. Any rule a politician wants to impose on other people is first and always imposed on him/her with the same applications as laid forth in law?

Sir, one of the major reasons for the FFL system at the Manufacturer level is for the "safety" regulation that comes with it. As you said, "Accidental Discharges" have been almost completely eliminated. They are so statistically unlikely, that I would error on the side of calling someone a liar to their face if they sai "it just went off" even on a hard drop.

Negligent discharges aka Human error cannot be fixed with technology. It will only hamper us, exactly as you describe. The vaccine (not 100% effective, but close) is education and training.

The entire concept of making something more complicated in order to make it safer seems dubious to me.
