I would like to know what's so dam offensive about our beautiful flag that it has to be kept put away or not flown except for a certain day or event?

If it's a new HOA rule, then he has a good chance of fighting it and winning. (If he just moved there and it was a preexisting rule, then his chances of winning go down.) If the picture accurately represents the flag in question, I don't think that rule will stand.
