Dozens Of New Cases Expected Over Alleged Sexual Abuse At Leavenworth VA Hospital

I don't understand...what does outside the scope mean? Does that mean that some beaurocrat was too damn lazy to check his references, or do a background check, and because of that, put countless veterans health and well being in jeopardy? How does someone with so many previous complaints against him get into the VA system? Just 1 more reason the VA needs to be totally overhauled immediately.
