If you view "welfare" (et al) as a form of Employment then drug testing can be justified. However, drug testing is a medical issue and would fall under (medical) Privacy. This seems to run counter to "being free from unreasonable searches of our person." This is not something the Government should be doing (not that I necessarily think "welfare" is either).

This sets a dangerous precedent. If they can justify drug testing for welfare, what is to stop them from drug testing ALL government money recipients? This would include VA Benefits, Retirement, etc. Should the government be able to mandate the test for others at all (outside of criminal acts)?

This gets very complex very quickly.

...so Florda found out that only 2.9% of welfare recipients used drugs. At $100 a "pop" seems like this is a waste of money, unless they're opoid addicts-then they need help.

Sure, why not? We do it for most jobs of any consequence. When we have a large population that use the welfare system to avoid working for a living, we have a problem that is being resolved by using illegal aliens to pick up the slack. Food pantries all over the place, TANF, free meals for the kids in school. Our system rewards these folks that are using our tax dollars for drugs and smokes, while we also pay for the raising of their children. Take care of the kids and eliminate the scammers.
