I never would have understood this if not for the WWII Victory Ship docked next to the aquarium where I worked. If it floats it must undergo periodic Coast Guard inspections, and if those inspections reveal hull rust issues, the ship mist go into dry dock for repairs. The cost of putting a ship into drydock are enormous and in all these cases are the responsibility of the owners, a non-profit museum organization. In the case of the local ship that involves continuous fundraising as well as significant donations by the dry docks themselves. I love ship museums, but most people have no concept of the costs associated with them remaining open to the public.
