First, the electors for each state are based upon the number of representatives they have which are based upon the state population. So the electoral college already weights the states with greater population. They have many more electors/representation in the US House.

Second, This entire conversation is sore loser material. Had HRC won the electoral college (even if losing the popular vote) they would not be talking about this, period.

Thirdly, this will not happen before the 2020 election and will likely never happen. The dems better work on finding someone that isn't a lunatic to run for president. So far their candidate pool is not good.
