I have a novel comment for the young lady who asked the question, what can't all these folks from outside the US start their own space exploration companies. Then they can hire all their own people with their own rules.

Yup we need to keep that rule and it doesn't only protect Rocket Technology, a similar rule is in place at the IRS, Treasury, etc. When everyone on the planet is honest and doesn't have an ulterior motive we can think of changing that rule but for right now it protects the United States and our Economy from serious intellectual theft and/or hacking. Also comes with a 15 year prison sentence at a Federal Penitentiary if you break the rules if your lucky enough to land a job at one of the agencies.
