Ex-Fort Jackson commander linked to 2015 dam failure that swamped Columbia

$20 million in damages in one housing area down stream just so the General can have a better looking yard. Who besides the General is responsible? The Fort's Maintenance Department? The Army Corps of Engineers for allowing it, (If they were even informed of the modification of the spill way). This is going to be a big stink in the Courts in Columbia!
