PO1 William "Chip" Nagel - My understanding is that like a football team, NSA has their offensive and defensive sides... this is a major black-eye to the offensive side of the house. I suspect that the guys who are in charge of COMSEC are on the other side of the house.

Ah someone in the Know but in this case someone got some Offensive Goodies (SIGINT, COMINT, ELINT) and Technology by getting around whatever was in place by the Defense (COMSEC).
