My understanding is very basic, but to my knowledge repealing this would allow ISPs to throttle bandwidth to and away from certain sites. So say Comcast partners with Netflix going forward, Comcast could speed up the connection to Netflix and slow down the connection to say HULU. There is a lot more to it than that but that's I understand it.

Massive misunderstanding of what is possible versus what is likely. Short term, nothing will change. Long term, more ISPs will move in to the market and prices will drop for everyone. The idea that throttling and blocking would occur is essentially BS, because it’s not a rational thing for any ISP to do. They’d lose customers for it as people switch to other ISPs. Rather than speeding up Netflix and slowing down Hulu, Comcast would just charge both of them if they want faster download speeds and everyone would benefit.
