Stuxnet has dawned an era of cyber warfare where kinetic damage can be caused with a non-physical attack, which can potentially include loss of life, explosions from malfunctioning equipment, and/or total disruption of a nation's daily civilian/military functions. How important is it for the international community to establish cyber warfare language into the Laws of Armed Conflict? Would laws that limit nations' cyber activities be beneficial to the United States and its military missions, or would it hinder them by limiting what we are allowed to do?

Here is a potentially linked recent event. It is possible, even probable, that Iran retaliated to Stuxnet by infiltrating a Dam SCADA network in New York, mentioned in the article. It is also possible that they gained the ability to do this by reverse engineering the Stuxnet virus and learning about it. If these are both true (which there is really no way of knowing), then the U.S. Government is directly responsible for providing the technical capacity, and the motivation, for a hostile foreign nation to target and attack United States critical infrastructure facilities within America.
