Really, people who put themselves in situations like that and risk the rescuers lives to retrieve them should have to pay the cost of recovery.

You can't; because there always will be that set of individuals that will weigh the cost of rescue and decide to continue their own efforts rather than foot the bill, leading to their death or an even higher escalation of the event with it's attendant plus's/minus's.
