That these cities are shelling out these big bucks absolutely proves to me that they know there is a problem with how our police do things.

Wow - African American democrat mayors since 2005, both Holden and Broome did absolutely nothing to reform their police departments, nor hold accountable any officers that had excessive force complaints within their departments. Seems that Black lives didn't matter to these two African American politicians who had direct control, influence and purview of the municipal law enforcement agency of their city until it was politically imminent to their career.
