A lot of people are pushing for universal background checks on any firearm sale, to include private sales. While I'm not necessarily opposed to the concept, my big question is, "How do we enforce it?"

Lets say you and I meet in a parking lot or in one of our houses for the purpose of selling/buying a firearm. Other than personal integrity, what mechanism is there to enforce the seller contacting the appropriate agency for a check? We could argue the seller could be held liable for any harm caused by the buyer but would it really matter after the fact? The seller could just claim the gun had been stolen and we'd be back to square one.
