If the Director was an Investigator under my supervision, he would find himself checking parking meters on the midnight shift, on foot. He has said many times it was a Criminal Investigaton. Clinton was the target. The interviews not under oath was gross negligence on his part. FBI, ha. a big joke. .

Not sure of this, need one of the legal eagles on RP to verify, but I do not believe it is customary to put someone under oath when questioned as part of an investigation. On the flip side, I believe that lying to law enforcement personnel (including FBI) conducting an official investigation is considered obstruction of justice. Any lawyers out there that can confirm or deny?

if I am interviewing an individual, and he/she is a suspect (not a person of interest) but a suspect, them must be informed that this is a criminal investigation and the alleged charges. The FBI make you take an oath if they ask you for the time of day. And don't forget our little miranda (which she would take the 5th) Nah, this chump screw up. Look at Gen Patratius(sic), Navy EM who took one picture inside a sub, any many more, all prosecuted. And she walks??? Who the hell does he think he is kidding.
