"Rogue" surveillance devices? What exactly is a "rogue" surveillance device? Something that they didn't put there themselves? Surveillance devices that are operating of their own free will? Has Skynet become a reality?!??!

PO1 William "Chip" Nagel I have heard over the years if different types of top secret technology used in law enforcement being sold on the "black market". It sounds to me like we are not only dealing with terrorists, spys, or defectors but we are dealing with for-profit traitors.
