So did the feds grant the contract or the territory of PR? Didn’t see that in the article.

According to another article in The Hill FEMA said it had no role in the contract signing despite the fact that the most recent version of the contract said FEMA had "reviewed and approved" it, Reading other articles, though they are not specific, it appears Puerto Rico's power company signed the agreement. It's a very muddy situation. Regardless, who would ever sign a contract with those kinds of restrictions?

SSgt Donald Libby - Someone who can't negotiate and/or someone who doesn't personally experience any of the consequences, that's who would sign such a contract.
