From the MSM, which fearmongers just about anything that will generate a headline and possibly be used against the current administration. This policy affects about 500 employees, mainly what are called PFT (permanent full-time) and primarily personnel who work in DC, who are approaching the those salary upper-edges (approximately $153,000 annually). Right now, FEMA has 3 Type 1 disasters (Harvey, Irma, and Marie) and another 2 high Type 2 disasters (CA fires in Northern California and Southern California). It's not happening to any of the lower ranking folks in FEMA, primarily those affected will be GS-14s or SES personnel. It does show how heavy the work-load has been for FEMA since the end of August. This is happening, despite the activation of the DHS Surge force (several thousand people from a variety of DHS agencies that have come to work for periods ranging from 45 days to 90 days) and the use of thousands of DOD personnel.
