Dock workers were well known for ignoring the safety regulations. A friend of mine ewho passed away a few years ago was a radio operator in the Merchant Marines during WW-II. he told of the way those union members acted, because they knew their union would strike to protect their stupid asses. He also told how corrupt they were at the Harbors in New York, to the point that shippers of high volume items often sent more than invoiced to hopefully cover what was stolen enroute. He also said that his ship was the first supply ship to arrive at Japan after Hiroshima. It was there to resupply the Admiral's ship.
