There is always a reason to vote. Even if you don't like the top of the ticket there are many down ballot elections, amendments etc. to vote for or against. The challenge we have is getting informed voters. People that will pay attention to the issues, give them some thought, understand their positions and how they arrived at them etc. Candidly, there are many folks out there we do not want to vote. They simply do not pay enough attention and are not committed to learning about the issues etc.

There are several reasons people give to not vote. Whether it is sound reasoning is up for debate, but it is reasoning regardless.

It is hard for me to imagine, but I could see someone declining to vote if they were absolutely convinced of their own ignorance of the issues and of the politician's. I don't know how you do that in America today, but I guess that would be a legit reason to not vote.

If they have the intellect to make that decision, they should vote. Anyone that votes based on identity politics should stay home.
