Well, honestly, all I can say is that the citizens honestly need to stage a protesting revolt against this.
They also need to see if they can get local businesses to buy in on this, as well. I just read the other day in another RP posting about COSTCO in Seattle deliberately sending customers out of the local tax jurisdiction when buying such drinks.

Personally, I believe the major drink companies ought to get in on this, too, and it would do well for drinking customers to encourage this. When Major companies like Coca Cola, Pepsi, etc start saying "we're not going to be selling our product in your area because of this tax", things will start happening.
But it's going to take a lot of citizen working together for this
