An opinion about a vote on a bill should only be formed after understanding two things; one, what the entire contents of that bill is, and, two, what other bills and riders were attached to that bill.

And also.....was there a competing bill that accomplished much the same thing. Remember the sitting (literally, because he was without legs) senator from Georgia, a disabled Nam vet, that painted as unpatriotic by his opponent because he voted against the bill creating homeland security.....fact was, he voted against one version but for another version. Lost both legs and one arm in service to his country.....but was successfully labeled as unpatriotic by a man who never served.....and lost his Senate seat.
