All fine and dandy on paper without appropriate additional context. But then what happens when the commander has given the mission to take Hill 102 to another element of his command? Another item or element that appears to be lacking, is the lower leader asking for clarification of intent prior to the start of the operation at/on his level.
However, I think that GEN Milley left it open to interpretation so that there can be a learning experience here. But people will completely miss that point.

Isn't this counter to what he said last week when he said less creature comforts and more focus on following the rules and discipline? Questioning orders and not looking at risk assessments is a quick way to a new career. What I don't know.
