I haven't actually visited the article (it's blocked at work), but just going by the title I'd say it's somewhat misleading.
"War" is a total concept. If you want a really cool word for "total", then go with "holistic". Any and all actions which give you an advantage over an opponent can be folded into the mix called "war".
Propaganda is a part of war. Economics is a part of war. Spying is a part of war. It's not just about boots on the ground or air superiority. To be sure, all these things DO support boots on the ground and ordinance on target.
Cyberwarfare is a real thing. If you can take down critical infrastructure through cyber warfare, then it'll be done. If you can plant a virus that'll take down command and control networks I a carefully timed attack, it'll be done. If you can disrupt power distribution across the battlefield or nation, it'll be done. If you can sever communications, it'll be done. If you can hack into data networks and gain critical information useful on the battlefield, it'll be done.

Erin Nelson Valid, but that's not the idea behind the article. While we must battle the enemy on all applicable domains, the main idea of not restricting ourselves to a single attack vector through a narrow-visioned plan or operating in a single field needs to be the underlying thought when a Commander approaches any potential threat. Individuals with specialties in certain fields may focus, but it's the Commander's responsibility to engage a whole-of-war concept.
