If these rules were in place decades ago we wouldn't be seeing the cost overruns on aircraft, ships, subs and other projects in the works. For Example the KC46 Tanker Aircraft has been fielded by the Air Force and Boeing. But is fraught with electronic design problems and they will they will be working to debug this aircraft for months and some say years. Recently they announced that the latest cost over run is 328 Million dollars which bring the total cost over run to 2 Billion. The Air Force and Boeing have decided that a cap on over run spending cannot exceed 4.9 Billion. WTF? When you bid something stick to your bid or stay out of the business of building planes. When the P-51 Mustang was needed to win WWII the first combat ready model rolled out of the factory 102 days after the contract to build it was signed. Under cost and budget it was the work of Americans who knew the value of a buck and worked hard to produce quality.

That makes a lot of sense, let's make it harder than it already is to do business with DoD... You have to wonder about some of these folks.
